Despite the action, the institute said all services would be assured, at least in the Portuguese capital, and that it would lodge criminal action against any of its workers who fail to provide urgent assistance to people in need.


The action was called by workers who say they have been asked to work successive shifts and extra hours and also claim working conditions are on steep decline.
