According to Law No. 24/2025, of March 12, published in the Official Gazette, drivers of two and three-wheeled vehicles now benefit from new rights on public roads and changes in tax and technical obligations.

Highlights include authorised access to bus lanes and the creation of a separate class at toll booths.

A new class of tolls on highways could reduce costs A new tariff category is being created on highways dedicated to motorcycles, with the aim of differentiating these vehicles from passenger cars and, thus, allowing for reductions in toll costs.

The details of the implementation are being defined with the concessionaires, but the legal basis is already in place.

The new legislation also determines that urban parking lots must reserve, by the end of 2025, at least 5% of their capacity for motorcycles, with a minimum of one guaranteed space.

The measure aims to combat the shortage of areas dedicated to this type of vehicle, particularly in urban centres.

Another measure introduced by the revision of the Traffic Code is the reformulation of the calculation of the Single Circulation Tax (IUC) for motorcycles, which could represent a reduction in the annual tax burden for these drivers.

The measure aims to encourage the use of more efficient vehicles with less environmental impact.

No more MOT

As previously announced, motorcycles are no longer subject to mandatory periodic inspections, effective immediately.

However, this exemption does not replace the driver's obligation to ensure the maintenance and safety of the vehicle.

Despite the exemption from inspection, motorcyclist safety continues to depend on the periodic checking of the following elements:

  • Condition and operation of lights;
  • Brake efficiency;
  • Tire pressure and wear;
  • Well-adjusted rear-view mirrors;
  • Absence of fluid leaks.
