At issue are deficiencies related to the format of the cards in question, which do not comply with the stipulations of a regulation that came into force in August 2021.

With the sending of a notice of compliance, Portugal has two months to respond satisfactorily to the European Commission, under penalty of an infringement proceeding to the second stage – the issuance of a reasoned opinion.

The rules on documentation are aimed at facilitating free movement within the European Union, reinforcing security standards and models of identity cards and residence permits.
