“Above average” temperatures predicted for autumn
The Portuguese Institute of the Sea and the Atmosphere (IPMA) predicts during the next three months temperatures and precipitation levels in Portugal will be “above normal”, following the rainfall trend that will occur in the coming weeks.

If rain cannot relieve a drought then what can??? That seems in idiotic statement to me. How can lots of rain not alleviate a drought?? This statement makes no sense whatsoever!!

I agree, what an idiot thing to say, but what can you expect frm the fearmongering climate "scientists" being a minister. I bet you he doesn't know anything about the climate and is being told to say this, like António Guterres (UN SG, funnily enough, previous PM f Portugal) who said we are now no longer in Global warming, but Global Boiling. I bet you, he has never placed his fingers in a boiling kettle! These people are just utterly disgraceful and they think we are all fools...

I guess it all depends how much rain - any rain will obviously help, but it will need a certain amount to take the country out of 'drought' (which probably has a technical definition).
