The organisation said it will "investigate the root causes, prepare an exhaustive analysis and come up with recommendations in a final report" on Monday's incident that left mainland Portugal, Spain and Andorra virtually without electricity, as well as part of France.

The European Network of Electricity Transmission System Managers added that a report will also be produced that will comprehensively present all the details of the incident.

The committee will include researchers from several European Union countries and those who were involved in the incident, as well as national authorities from the affected countries.

On social media, European Energy Commissioner Dan Jørgensen welcomed "the announcement by the European Network of Electricity Transmission System Managers to create a panel of experts to investigate the blackout in Spain and Portugal, which will regularly update the European Commission".

The member of the EU executive added that "it is necessary to determine the causes of the incident", after electricity has been restored in both countries: "Measures are needed to improve, based on the information that is made available”.
