In reality, this is an urban myth as there is no legislation that mentions any type of fine.
The National Road Safety Authority (ANSR) has already assured that "there is no article in the Highway Code that says it is prohibited to drive in flip-flops, barefoot or with a bare torso".
The only rule related to this topic is Article 11 of the Highway Code, which states that "drivers must, while driving, refrain from performing any acts that are likely to harm the exercise of safe driving".
In various publications on social networks, the GNR always makes a point of reminding you that with or without a t-shirt, it is mandatory to wear a seat belt.
"Drivers must, while driving, refrain from performing any acts that are likely to harm the exercise of safe driving". Obviously, failing to stop at stop signs, speeding, tailgating and overtaking on blind bends are not included in Article 11 of the Highway Code!

Is this story’ a late April fools!! , I’m more worried about the motorcyclist who wear no helmets, shorts ,vest or tee shirts , sandals or ladies in a dress, that’s a far bigger worry
