The report highlights that, in 2024, 3,469 Portuguese people entered the country, a number that represents 13.5% of the 25,725 entries of foreigners into the European country this year.

After an apparent stabilisation in 2023, the trend reversed in 2024, with a 4.6% decrease in Portuguese entries.

However, “the decrease recorded in Portuguese emigration is accompanied by a decrease in total emigration to Luxembourg territory (-4.6%)”.

Between 2000 and 2024, the flow of Portuguese emigration to Luxembourg “was minimal in 2000 (2,193 entries) and maximal in 2012 (5,193 entries)”.

The relative importance of Portuguese immigration in Luxembourg has been decreasing: in 2003, the Portuguese represented more than 29% of foreign arrivals, a figure that fell to 14% in 2024.

As regards emigrants — those who leave Luxembourg — the main groups are Luxembourgers (3,346), followed by Portuguese (2,847) and French (2,230).

In terms of net migration (the difference between immigrants and emigrants), “migratory diversity is more pronounced”, and the French lead, followed by Italians and Portuguese.

Still, the Portuguese remain the main nationality to settle in Luxembourg in 2024, ahead of the French (3,084 immigrants) and Italians (1,818 immigrants).

“Although it has decreased in recent years, the Portuguese represent the largest foreign community, with their share of the total population being 13.1%,” the document reads.
